Spray with a non acid type cleaner such as 409 or an oil solvent such as mineral spirits, and believe it or not, a cheap spray lubricant (WD40)is the best. As it dissolves go behind it and vacuum it out with a wet vac. If you have access to a power sprayer you can spray it off as it desolves. I dont suggest wipping it ,they would only spread your problem. Sand blasting will damage the brick.
there are cemicals for it, for example ';polyfilla';, its kind of acetone based jelly. you can also frye it with a heaters and then wash it off, or then get real dramatic, and sandblow it.
Muriotic acid (spelling?), same thing they use to clean swimming pools.
Power wash it or get your self some paint stripper like ';Strypeze'; it comes in a paste form which will hold to your wall, let it set for couple minutes and then use a wire brush, should come off with ease. Good luck, Les the painter
paint over it
