Because of the surface of the block's, you are going to almost always see where the paint is or was. I would consider painting the wall.
Just paint over it.
Try muratic acid with a brush. Available at most hardware stores/
go to Homedepot or Orchard Hardware Suppy (OSH) and get a paint tinner at painting section. You apply it with towel or paper towel on the painted area and you rub with clean towel. You do that couple times. or simply ask one of person who works at painting section. There are all kind of paint removing stuff, just follow the instructions on the label.
If it is a small amount and it is spray paint from a can, you can probably get off most of it using acetone. Acetone should dissolve the paint and you can blot it off. After that a pressure washer could be used to clean off the whole surface. On a cinderblack wall you can use a narrower spray nozzle to concentrate the force, much more so than when pressure washing wood. Cinder block, masonry and cement can take much stronger force of water than wood, so use a narrow nozzle and blast the residue off with as much force as you can apply..
