If you are sprayinmg flat black you dont want clear coat:it will make it shiney!

If all you are painting is plastic parts, most any ';puff can'; flat black will work OK.

since there is no gloss to the paint it hides defects and is easy to apply. What is the best spray paint to use when repainting motorcycle plastics?
you can purchase a matte finish clear almost anywhere. I used a krylon flat black with a matte clear on the bumper of my cougar and its still perfect 8 years later. use 400 grt sand paper first to give the plastic a ';tooth'; for the paint to adhere to.

I have used the Fusion Paint (above answer) too on dashboards and interior parts. Good adhesion and coverage, but it scratces off pretty easy.

Also the color choices are pretty limited....
I have used Krylon Fusion paints on plastics before with great results. As for clear coats and number of coats i cant help sry.
