sometimes when i have paint or something tough I use some soap powder used for washing machines it is gritty so helps break up the paint , aint too good if you have delicate skin tho so make sure you dont use it for long and rinse and wash with ordinary soap too ,You could also try washing with ordinary soap and make a lather then rub it in till it is dry on hands , then wash it off , the time taken to dry it in will hlp to remove the paint
Nail polish remover. I suggest the nail polish remover over gas or turpentine because if doesnt smell as bad, is kinder to your skin and you can buy it cheaply. No fuss, no muss. Get the kind that has acetone in it. Do not inhale the fumes.
Rub the spots with some lotion....that will remove it and your hands will be soft at the same time.
