Sand it down, don't worry about getting the white paint off, the surface just needs to be ';roughed up'; so the paint can adhere better.

There is a liquid sanding product that is basically an acid etch but I prefer sanding. You already have to touch every sq inch so it may as well be with sandpaper. You don't have to take it down to bare metal just take the sheen off and then use paint made specifically for metal.
Oh, and do yourself a favor and wear a mask when you sand as well as spray paint.
You should sand the bed frame down - this will increase the adhesion of the spray paint. Then ensure that you purchase a paint that is designed to adhere to metal. Home Depot should cary a wide selection of spray paints that would work for this. Talk to one of thier staff for a brand that should work for you.
